RESOLUTION 9754 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION AUTHORIZING STAFF TO ENTER INTO A PROFESSIONAL SERVICES CONTRACT WITH LOCi <br />CONSULTING, REGARDING RAMSEY COUNTY CRITICAL CORRIDORS GRANT PROGRAM <br />WHEREAS, the City of Mounds View applied for and received a $50,000 Predevelopment <br />Planning grant from Ramsey County Housing and Redevelopment Authority, as part of the county's <br />Critical Corridors program, and entered into an agreement with the county (Resolution 9710); and, <br />WHEREAS, the grant is to reimburse the City for eligible expenses in completing a concept plan <br />for the potential redevelopment of the Mounds View Square shopping center at 2573 Mounds View <br />Boulevard, and Sunrise United Methodist Church, 7687 Long Lake Road, into a mixed -use development <br />with retail and residential uses, which will result in the removal of a blight and the construction of new <br />housing; and, <br />WHEREAS, grant funds will be used to contract with consultants to complete; (1) a market <br />analysis, and (2) concept plans for redevelopment; and, <br />WHEREAS, LOCI Consulting LLC submitted a proposal to complete a retail market analysis, and <br />multi -family residential preliminary market analysis, for $16,500. This analysis will provide direction to a <br />consulting urban designer/architect to complete design concept plans; and, <br />NOW, THEREFORE, BE IT RESOLVED, that the Mounds View City Council authorizes Staff to <br />enter into an agreement with LOCi Consulting LLC, dated April 24, 2023. <br />Adopted this 22nd day of May, 2023. <br />GarfWehlhause, Acting Mayor <br />ATTEST: 2 / <br />N e Zik Una, City Administrator <br />AP <br />(SEAL) <br />
