Mounds View City Council May 22, 2023 <br />Regular Meeting Page 10 <br />2 City Administrator Zikmund stated the City Attorney could provide the Council with language for <br />3 a condition to ensure the applicant does not board, train or breed dogs on the property. <br />4 <br />5 City Attorney Riggs advised this could be done to make it clear that these activities would not be <br />6 allowed at the property. <br />7 <br />8 Andrea Amelse, 2816 Woodcrest, asked if this was an exception because they currently own three <br />9 dogs. She noted she has already heard the dogs on this property. <br />10 <br />11 City Administrator Zikmund explained the applicant would be allowed to have three dogs, with <br />12 no kenneling, no training or breeding. <br />13 <br />14 Acting Mayor Meehlhause stated this request was following an established Ordinance for the City. <br />15 He apologized for the confusion this license brought about by being called a kennel license. <br />16 <br />17 MOTION/SECOND: Gunn/Cermak. To Waive the Reading and Adopt Resolution 9752, <br />18 Considering a Residential Dog Kennel License for Joe Lundy at 2801 County Road H adding a <br />19 condition that states there will be no breeding, kenneling or training. <br />20 <br />21 Ayes — 4 Nays — 0 Motion carried. <br />22 <br />23 B. First Reading and Introduction of Ordinance 1003, Amending Mounds View <br />24 City Code Chapter 160.198; B-3 Highway Business District, Conditional Uses. <br />25 <br />26 Community Development Director Sevald requested the Council consider an Ordinance that would <br />27 amend City Code regarding the B-3 Highway Business District. He explained Big Dipper <br />28 Creamery proposes to relocate their ice cream production facility to 2222 Mounds View <br />29 Boulevard, requiring; (1) an amendment to the B-3 district to allow processing of food products <br />30 as a Conditional Use; and (2) a Conditional Use Permit. He reported Big Dipper Creamery <br />31 currently operates retail stores in Blaine and North Oaks, and an ice cream production facility at <br />32 their North Oaks store. They have outgrown the space and intend to lease 2222 Mounds View <br />33 Boulevard for production and retail sales (no dine -in). It was noted 2222 Mounds View Boulevard <br />34 is a multi -tenant building (Southpaw Crossfit, Scout Shop, Mounds View Chiropractic, Betterley <br />35 Tools), and is zoned B-3 Highway Business. Staff commented further on the request and reported <br />36 the Planning Commission recommended approval of Ordinance 1003. <br />37 <br />38 Council Member Gunn asked if retail sales would be conducted at this location. Community <br />39 Development Director Sevald stated grab and go sales would be conducted by the pint or quart. <br />40 <br />41 MOTION/SECOND: Gunn/Lindstrom.
