Resolution 9768 <br />Page 2 of 3 <br />3. The structure and site shall have an appearance that will not have an adverse <br />effect upon adjacent residential properties; <br />FINDING: The business will be located in an existing multi -tenant building, <br />and is not adjacent to residential properties. <br />4. The use, in the opinion of the City Council, is reasonably related to the overall <br />needs of the city and to the existing land use; <br />FINDING: The use; production of ice cream as a primary use, and sales as an <br />accessory use; is related to the overall needs of the city, as <br />demonstrated in the City's 2023-2025 Strategic Plan; <br />Vision: Create and maintain a positive business climate <br />where businesses want to locate and remain in <br />Mounds View. <br />Strategy. Continue BR&E program, maximize utilization of <br />development space and updated list of available sites, <br />& consider residential redevelopment <br />Goals: Fill Vacant Space & Continue BR&E Program <br />5. The use is consistent with the purposes of this chapter and the purposes of the <br />zoning district in which the applicant intends to locate the proposed use; <br />FINDING: Ordinance 1003 was approved June 12, 2023, amending the B-3 <br />zoning district to allow this type of use as a Conditional Use. <br />6. The use is not in conflict with the Comprehensive Plan of the city; <br />FINDING: The use is not in conflict with the Comprehensive Plan, which <br />guides this property for General Commercial, "intended for retail <br />and service businesses, often which are auto dependent. <br />Examples may include retail, restaurants, entertainment, and gas <br />stations. This category is a consolidation of the 2030 Plan's <br />Community commercial, Regional Commercial PUD, and Highway <br />Commercial. " The proposed use; production of ice cream, is <br />compatible with adjacent office/retail/service tenants of this <br />property, and is compatible with adjacent industrial/warehouse <br />uses. <br />7.
