Item No: 8H <br />Meeting Date: June 12, 2023 <br />Type of Business: Council Business <br />Administrator Review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Item Title/Subject: Resolution 9766, Approval of the Sanitary Sewer Line <br />Rehabilitation - CIPP (Cured -in -Place -Pipe) Project <br />Background / Discussion: <br />The municipal sanitary sewer system is comprised of approximately 45 miles of trunk <br />sewer, 900 manholes, and 2 lift stations. The sanitary trunk sewer was largely <br />constructed in the 1960's and early 1970's using (predominately) clay pipe. The use of <br />clay pipe during this time was the industry standard, but more watertight pipe products <br />(PVC) have been developed and replaced clay pipe which became the new industry <br />standard the last few decades. Leaky clay pipes incur unnecessary Met Council treatment <br />costs due to infiltration of ground water into the trunk sewer. <br />Public Works has an inspection and maintenance program for the municipal sanitary <br />sewer system. This program includes inspecting the trunk sewer by televising and <br />evaluating the condition of the pipes. Defects are noted/documented while performing <br />inspections, including cracks in the pipe and leaking joints. <br />A priority list that ranks the segments of pipe requiring repair or remediation is maintained <br />by Public Works. A map of the 2023 sanitary sewer rehabilitation priorities is attached <br />(Attachment A) the base bid and bid alternates are highlighted for reference. <br />Public Works in conjunction with Stantec has prepared plans and specifications (bid <br />documents) in house for use in obtaining public bids for the sanitary rehabilitation <br />project, City Project 2023-0O3. A public bid is required since the estimated construction <br />cost exceeds $175,000.00. The 2023 budget includes $1,000,000.00 in the Sanitary <br />Sewer enterprise fund. <br />A virtual public bid opening was held on Tuesday, June 6, 2023 at 2:00 pm.
