Item No: 05F <br />Meeting Date: Jun 12, 2023 <br />MOLADtSIEWType of Business Consent <br />City Administrator Review <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: Resolution 9764, Waving City of Mounds View Purchasing <br />Policy, Section 2.3; Intermediate Purchases, related to <br />Ramsey County Critical Corridors grant(s) <br />Introduction: <br />Staff is requesting the City Council waive the requirement of obtaining multiple bids for <br />professional services exceeding $25,000, to allow the City to contract with one consultant to <br />complete design work for two grant projects. <br />Discussion: <br />The Ramsey County HRA awarded the City the following Critical Corridor grants: <br />2022 Mounds View Square Concept Plan $50,000 <br />2023 Mounds View Boulevard Design Theme $21,900 <br />2023 Filipino Village / Kusina Building Improvements $10,000 <br />The City's Purchasing Policy, Section 2.3, requires two or more quotes to be obtained for <br />purchases between $25,000 and $175,000. Staff is requesting that the City Council waive this <br />requirement to allow the City to solicit bids from one consultant (HKGI) to complete design <br />services for Mounds View Square and Mounds View Boulevard, totaling $55,400. HKGI <br />completed the 1998 corridor study. HKGI was additionally recommended by Paster Properties <br />for work on Mounds View Square. There are cost and time efficiencies with having one <br />consultant do both projects. The professional services contract will still need to be approved by <br />the City Council. <br />Strategic Plan Strategy/Goal: <br />Maintain and plan for infrastructure improvements including streets, parks, wastewater water, <br />water, WiFi (internet), and transportation. <br />Continue BR&E program, maximize utilization of development space and updated list of <br />available sites, & consider residential redevelopment. <br />Financial Impact: <br />None.
