Resolution 9771 <br />Page 2 of 3 <br />Finding The civil plans, dated June 21, 2023, preserve High Value trees on Lot 2. One <br />High Value Tree (#61) is identified to be removed on Lot 1. Consideration has <br />been given to preserve the maximum number of healthy trees. <br />Housing Policies <br />Goal 1 Support development and redevelopment which accomplishes 2040 forecasted <br />population growth and the supportive land use designations identified in this <br />plan. <br />Finding The property is guided Single -Family Detached. The proposed use; single-family <br />residential, is consistent with the guided land use. <br />Goal 2 Maintain the residential character of Mounds View. <br />• Preserve single-family neighborhoods. <br />Finding The proposed redevelopment will preserve the residential character of the block. <br />Goal 3 Support a mix of housing types reflective of the needs and desires of the <br />community. <br />Finding: The proposed single-family use is consistent with adjacent uses north, along <br />Long Lake Road, and is not out of character with the adjacent two-family <br />residential uses along the north side of County Road L <br />Water Recourse Policies <br />• Encourage new development or redevelopment that is consistent with the <br />capacity of the sanitary sewer and water systems. <br />Finding: The redevelopment is consistent with the capacity of the sanitary sewer and <br />water systems. <br />WHEREAS, the property is zoned R-1 Single -Family Residential. The proposed use (single- <br />family) is consistent with R-1 zoning; and, <br />WHEREAS, consistent with Mounds View City Code §158.020(E, F, G), the Planning and <br />Zoning Commission reviewed the Preliminary Plat application on April 19, 2023, recommending <br />Approval (Resolution 1159-23); and, <br />WHEREAS, consistent with Mounds View City Code §158.026, the Planning and Zoning <br />Commission reviewed the Final Plat application on April 19, 2023, for consistency with the Preliminary <br />Plat, recommending Approval (Resolution 1159-23); and, <br />WHEREAS, a Public Hearing notice was published by the St Paul Pioneer Press on June 16, <br />2023, and mailed to property owners within 350' of the project. A Public Hearing was held on June 26, <br />2023; and, <br />NOW, THEREFORE BE IT RESOLVED, the Mounds View City Council Approves the <br />Preliminary Plat and Final Plat of "Long Lake Cove", and Stormwater Management Permit with the <br />following conditions: <br />
