Mounds View City Council June 12, 2023 <br />Regular Meeting Page 10 <br />2 Acting Mayor Meehlhause opened the public hearing at 8:24 p.m. <br />3 <br />4 Hearing no public input, Acting Mayor Meehlhause closed the public hearing at 8:24 p.m. <br />5 <br />6 MOTION/SECOND: Lindstrom/Cermak. To Waive the Second Reading and Adopt Ordinance <br />7 1003, Amending Mounds View City Code Chapter 160.198; B-3 Highway Business District, <br />8 Conditional Uses. <br />9 <br />10 ROLL CALL: Cermak/Gunn/Lindstrom/Meehlhause. <br />11 <br />12 Ayes — 4 Nays — 0 Motion carried. <br />13 <br />14 D. Public Hearing: Resolution 9768, Approving a Conditional Use Permit for <br />15 manufacturing, compounding, processing, packaging or treatment of <br />16 cosmetics, pharmaceuticals and food products and the rendering or refining <br />17 of fats and oils; Big Dipper Creamery, 2222 Mounds View Boulevard. <br />18 <br />19 Community Development Director Sevald requested the Council approve a Conditional Use <br />20 Permit for the manufacturing, compounding, processing, packaging or treatment of cosmetics, <br />21 pharmaceuticals and food products and the rendering or refining of fats and oils for Big Dipper <br />22 Creamery at 2222 Mounds View Boulevard. He noted Betterly Tools would be moving out of this <br />23 center and Big Dipper Creamery would be moving in. He stated staff was not concerned about <br />24 parking on the site but staff was recommending the parking lot be restriped. He commented further <br />25 on the history of this property and reported the Planning Commission recommended approval of <br />26 the request. <br />27 <br />28 Acting Mayor Meehlhause opened the public hearing at 8:30 p.m. <br />29 <br />30 Tyler Guss, owner of Big Dipper Creamery, thanked the Council for considering his request. <br />31 <br />32 Council Member Lindstrom asked if the owner supported the staff recommendation to restripe the <br />33 parking lot. Mr. Guss stated he did not own the building, but he would be willing to pay for the <br />34 restriping of the parking lot. <br />35 <br />36 Council Member Gunn asked when Big Dipper would be operational in Mounds View. Mr. Guss <br />37 anticipated his business would be open by October of this year. <br />38 <br />39 Council Member Lindstrom stated he was excited to see this business expanding into Mounds <br />40 View. <br />41 <br />42 Crystal Hoon, 2501 Sherwood Road, asked what ice cream flavors were made by Big Dipper <br />43 Creamery and if they offered non-dairy options. She encouraged Mr. Guss to consider retail sales <br />44 at this location. <br />45 <br />46 Mr. Guss reviewed the flavors of ice cream they would be manufacturing and stated he did have <br />
