Item No: 08C <br />Meeting Date: June 19, 2023 <br />MOLlyis VIEW Type of Business Council Business <br />City Administrator Review <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: Resolution 9771, Approving the Preliminary/Final Plat of <br />Long Lake Cove, and Stormwater Management Permit, 7700 <br />Long Lake Road <br />Introduction: <br />The applicant, Twin Cities Holding Company LLC, requests approval to subdivide 7700 Long <br />Lake Road into three single-family lots (one existing home). <br />Discussion: <br />A Concept Plan for a Planned Unit Development (PUD) with duplexes (6-8 units total) was <br />presented to the City Council on August 1, 2022, and to the Planning Commission on August 3, <br />2022, and January 18, 2023. <br />Due to development costs, the project has been redesigned to preserve the existing home, and <br />add two single-family lots. <br />Accessory buildings (kennel, detached screen porch) will be removed. A commercial kennel <br />has been located on this property since 1948. <br />Analysis: <br />Comprehensive Plan Single -Family Detached, 1-5 units p/acre. <br />Zoning R-1 Single -Family Residential <br />Floodplain None (Zone X). <br />Wetlands None. <br />Stormwater Management The project is applicable to Rule C (Stormwater Management), <br />and Rule D (Erosion and Sediment Control). The City Engineer <br />has reviewed, and recommends approval. <br />Existing Use Single -Family Residential <br />Proposed Use Single -Family Residential <br />Access Lots 2 and 3 will have a shared driveway over St Paul Regional <br />Water Authority land.
