North Oaks City Council <br />Special Workshop Minutes <br />North Oaks City Council Chambers <br />August 11, 2022 <br />1. CALL TO ORDER <br />Mayor Ries called the special meeting to order on Thursday, August 11, 2022 at 6:00 p.m. The <br />meeting is held being at the North Oaks Community Room at 100 Village Center Drive, Suite <br />150, North Oaks, MN, as well as via Zoom pursuant to Minn. Stat. § 13D.021 and the City Resolution. <br />2. ROLL CALL <br />Present: Mayor Kara Ries. Councilmembers Rich Dujmovic, Jim Hara, Sara Shah, Tom Watson <br />Staff Present: Administrator Kevin Kress <br />A quorum was declared present. <br />3. APPROVAL OF AGENDA <br />MOTION by Dujmovic, seconded by Watson, to approve the agenda as presented. Motion <br />carried unanimously by roll call. <br />4. DISCUSSION ITEMS <br />4a. The State of Policing in North Oaks <br />• Councilor Dujmovic spoke of the current arrangement of police contract with the Ramsey <br />County Sherriff. <br />• He reviewed data on the crime statistics for North Oaks in the past vs. the amount of <br />funds spent on Policing. North Oaks is the only one of the 7 contract Cities in which we <br />have a dedicated deputy. <br />• Our current spend is just under 1 million dollars. Options are: stick with current model, <br />alter slightly to request hourly or weekly presence within the community. Our community <br />is relatively quiet and safer than others. <br />• If we were to take on a dedicated police officer, there are long term costs, administration, <br />vehicles, support, investigation, etc. <br />• Mayor Ries thanked Councilor Dujmovic for his research. She feels the residents are <br />more concerned with speeding, and ensuring privacy of community. Wants to be sure <br />there are no duplicative costs, and coverage as needed. <br />• Commissioner Hara noted that what we're paying for and what services receiving don't <br />necessarily apply to North Oaks as much as other communities. Wonders if we're paying <br />too much for what we need in North Oaks since crime is low. <br />• Watson concerned that our needs are not the same as communities such as Little Canada, <br />we are more similar to Shoreview though smaller. He wonders if the time spent on each <br />call equates to the portion spent in contract funding. He liked the idea of when we had a <br />community service officer regularly as it gave a personal touch to North Oaks and <br />constant presence. It was relatively inexpensive at the time. <br />
