Item 8 — Dog Kennel Ordinance <br />Something very simple! Consensus from council to draft amendment clarifying 3 pet dogs, where no <br />breeding, training, or lodging occurs does not require a "kennel" license <br />Item 9 — Liquor License Fees <br />In other research, staff discovered most cities annual increase their liquor license fees. We have not <br />increased for past 5 years. Staff advising council we will be researching the issue and proposing <br />reasonable (comparable) changes in the upcoming fee schedule. Advisory only unless strong council <br />support to leave at present levels. <br />Item 10 —Cannabis <br />An evolving issue with two policy impacts, zoning and labor related issues. Other than zoning, cities <br />have no regulatory control — all that occurs at the state level. Practically, our ordinances address the <br />issue but staff will be bringing update forward as this program rolls out. <br />The other issue is labor impacts with similar challenges; what is the impact on labor (impairment) which <br />is complicated impairment threshold and testing challenges. <br />
