I / 1 <br />City of Mounds View Staff R <br />To: Honorable Mayor, and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Organized Waste <br />Item No: <br />Meeting Date: <br />Type of Business <br />Admin Review <br />4 <br />August 7, 2023 <br />ws <br />Introduction: <br />Council has met the statutory requirement of meeting and conferring with the haulers. <br />Feedback from the haulers was a request for strategic goals, feedback on service, as <br />well as their opinion on organized solid waste collection. One hauler inquired if Council <br />was reviewing other services and highlighted school buses and delivery trucks. Staff <br />advised the hauler to forward information they indicated they had. Staff has not <br />received any information. <br />Data shared during the public information sessions include/provide substantive <br />evidence that refuse trucks are indisputably the heaviest (most frequent) and thus the <br />highest concern. If council wishes, staff can undertake more research. <br />Council provided feedback on survey, changes are included in this packet/at the <br />meeting. <br />If council wishes to move forward, the next steps include; <br />1. Determine the strategic goals — Cost, Environmental Impact (Noise/Quantity <br />of Trucks), Infrastructure Impact (streets) for example <br />2. Determine whom is impacted — Single Family, Two Family (Duplex), Four <br />Family (Fourplex) <br />a. Single and Two family are practically included as the statute includes <br />them and up to fourplexes. Staff advises, based on a tour of a number <br />of our fourplexes, that challenges of including them outweigh the <br />benefits. Many are using dumpsters, have limited space for containers <br />which also may result in others using, etc. Absent a contiguous — <br />same owner complex; challenges may outweigh benefits. Of note, <br />there was minimal trash/debris outside containers. Thus some <br />evidence the trash is in the desired waste stream. <br />b. NOTE — Council can choose to separate recycling from solid waste. <br />IE, Fourplexes required to have organized recycling. <br />3. K & G has prepared a draft resolution for review — Council can provide <br />feedback and/or direct staff to bring forward at future council meeting. <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
