Item No: <br />05C <br />MOUNDS ViEw <br />City of Mounds View Staff R <br />Meeting Date: <br />Type of Business <br />City Administrator Review <br />Aug 14, 2023 <br />Consent <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: Resolution 9786; Authorizing the City to enter into an <br />Agreement Regarding Ramsey County HRA Critical <br />Corridors Commercial Corridor Initiative Grant (Filipino <br />Village / Kusina, 2408 County Road 1) <br />Introduction: <br />Staff requests approval to enter into a grant agreement with Ramsey County HRA to reimburse <br />owner's expenses for fagade improvements to Filipino Village/Kusina, 2408 County Road I. <br />Discussion: <br />Since 2022, the Ramsey County Housing & Redevelopment Authority (HRA) has administered a <br />Critical Corridor Initiative Grant program, with funds from the HRA levy. In April 2023, the City <br />applied for two grants; (1) $50,000 for fagade improvements to Filipino Village/Kusina; and (2) <br />$21,900 to update the 1998 Mounds View Boulevard corridor study. The HRA received 11 <br />grant applications, and awarded five, including $10,000 for Filipino Village/Kusina, and $21,900 <br />to update the corridor study. <br />The fagade improvement grant program was specific to prevent blight of multi -tenant buildings. <br />Filipino Village/Kusina identified $48,000 - $62,000 in needed fagade improvements, including <br />replacing doors, windows, and fascia. <br />This is a pass-thru grant. The building owner and/or business owner(s) (sub -grantee) will <br />complete qualifying improvements, and submit receipts to the City (grantee). The City will <br />submit receipts to the County (grantor). The County pays the City, and the City pays the <br />property owner/business owner(s). Work must be completed by June 30, 2024. <br />Separate from this grant, Kusia received a $5,000 forgivable loan from the City in 2022, and <br />2023. <br />Kusina /Filipino Village, 2401 Co Rd I (April 4, 2023) <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
