Mounds f7eiv Square Redevelopnient Site <br />Jule, 25, 2023 <br />Page 6 <br />Attachment A — Work Program <br />Task I —Property Evaluation <br />a) Hold a virtual project kick-off meeting with City staff. <br />b) Review background documents (e.g., market study and comprehensive plan) and evaluate <br />site conditions and neighborhood context. <br />c) Document existing conditions (GIS base maps), and policy and regulatory tools for the <br />site. This includes interviews with Ramsey County staff and other governmental <br />agencies. <br />d) interview key property owners to introduce the project and process, and listen to their <br />development goals for the site. <br />e) Draft a vision statement and/or goals for the site. <br />Task 2 — Community Engagement (Phase I) <br />f) Collect precedent redevelopment examples in Mounds View and nearby communities for <br />the City, property owners, and interested community members to explore for ideas. <br />Examples will explore design themes (e.g., sustainability and resiliency) to align with <br />Ramsey County's Critical Corridor grant goals. <br />g) Create a project website using Social Pinpoint or Online Story Maps. The website will be <br />used to post study information and interactive tools for community members to share <br />ideas for the site, in addition to design themes for Mounds View Boulevard. A website <br />link will be provided to City staff to post on the City's webpage and to be used to <br />promote the project through social media posts and newsletters. <br />h) Prepare for and attend a workshop with City staff and key property owner(s) to discuss <br />goals, land use types, and design concepts/themes for the site. <br />Task 3: Establish a Framework <br />i) Develop site diagrams conveying issues and opportunities. <br />j) Determine the study area's development capacity and constraints based on preferred land <br />use types and findings from the workshop identified under Task 2. This analysis will <br />include up to three (3) planning -level design concepts for the site. <br />k) Facilitate a joint workshop with the City Council and Planning Commission to explore <br />redevelopment goals, land use types, and design themes for the site. The design <br />concept(s) and precedent examples will be used to help facilitate this discussion. <br />I) Prepare a set of redevelopment goals and design themes for the site (e.g., viewsheds, <br />building massing, building height, parking, open space, connectivity, and character). <br />Task 4 — Community Engagement (Phase II) & Adoption <br />m) Develop a visual document that describes redevelopment goals including preferred land <br />use types and patterns, and design themes for the site. The overall intent of this product is <br />to communicate the City's preferred direction for redevelopment proposals, but provide <br />flexibility to allow for developers' insights and creativity in designing plans and <br />solutions. <br />n) Collect community input on the final set of design themes and recommendations by <br />preparing for and attending an open house. Draft materials will also be available for <br />review on the project website. The City will be responsible for notifying the public about <br />the event. <br />o) Facilitate a second joint workshop with City Council and Planning Commission to reach <br />a general consensus on the preferred land use types and design themes for the stie. <br />
