RESOLUTION NO. 9794 <br />RESOLUTION APPROVING THE COMMENCEMENT OF ORGANIZING SOLID <br />WASTE COLLECTION NEGOTIATIONS BETWEEN THE CITY OF MOUNDS VIEW <br />AND LICENSED RESIDENTIAL COLLECTORS <br />AS PER MINNESOTA STATUTE 115A.94 <br />WHEREAS, the City of Mounds View understands the environmental significance <br />and economic value in improving responsible waste disposal across the city and desires <br />to help provide a more equitable service for Mounds View residents; and <br />WHEREAS, on March 6, 2023, the Mounds View City Council directed City staff to <br />proceed with the research and planning process for establishing an organized collection <br />system as per Minnesota Statute 115A.94; and <br />WHEREAS, on April 26, 2023, pursuant to Minnesota Statute 115A.94, subdivision <br />4d, the City notified the public and all currently -licensed collectors of its intent to consider <br />organized collection; and <br />WHEREAS, on May 31, 2023, the City held three public engagement sessions <br />regarding organized collection to determine which services and other factors related to <br />solid waste were important to residents; and <br />WHEREAS, the City also conducted a survey of residents regarding organized <br />collection to determine which services and other factors related to solid waste were <br />important to residents; and <br />WHEREAS, on June 26, 2023, pursuant to Minnesota Statute 115A.94, subdivision <br />4e, the City invited all currently -licensed collectors to a council work session and met and <br />conferred with those collectors that attended; and <br />WHEREAS, the City Council discussed the survey results at a work session held <br />on July 5, 2023 and again on August 7, 2023 and <br />WHEREAS, pursuant to Minnesota Statute 115A.94, subdivision 4d, the City must <br />provide a period of at least 60 days in which meetings and negotiations shall occur <br />exclusively between currently -licensed collectors and the City to develop a proposal in <br />which interested licensed collectors, as members of an organization of collectors, collect <br />solid waste from <br />WHEREAS, the City Council is now prepared to begin the negotiation period with <br />the currently -licensed collectors; <br />
