RESOLUTION NO. 9803 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA Resolution Authorizing Certification of the Preliminary General Fund Budget and Preliminary Property Tax Levy for Fiscal Year 2024 WHEREAS, current state statute requires cities to certify a preliminary budget and tax levy to the county auditor; and WHEREAS, guidelines established by the Commissioner of Revenue require certification to occur on or before September 30, 2023; and WHEREAS, the Department of Revenue has certified the amount of Local Government Aid payable to the City in 2024; and WHEREAS, the City Council has elected to have a preliminary levy increase of 7.50% and; WHEREAS, a referendum levy passed in 2004 for two additional police officers is set at $255,000 and a referendum levy passed in 2017 for one police officer is set at $130,000; and WHEREAS, a street levy of $150,000 will be continued to improve streets that were not part of the Street Improvement Program and to maintain the streets that were recently improved. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View that the preliminary expenditure budget for the General Fund for fiscal year 2023 is $10,095,400. NOW THEREFORE, BE IT FURTHER RESOLVED that the proposed 2024 base property tax levy is $5,723,931 and $150,000 and the proposed 2024 special levies are $929,348 for a total net property tax levy of $6,803,279. NOW, THEREFORE, BE IT FURTHER RESOLVED that the Truth -In -Taxation meeting will be held on December 4, 2023 at 6:00 pm with a continuation meeting to be held on December 11, 2023 at 6:00 pm if needed. NOW, THEREFORE, BE IT FURTHER RESOLVED that the Finance Director shall certify these amounts to the Ramsey County Auditor. Adopted this 11th Day of September 2023.
