The proposed use; single-family <br />residential, is consistent with the guided land use. <br />Goal 2 Maintain the residential character of Mounds View, <br />o Preserve single-family neighborhoods. <br />Finding The proposed redevelopment will preserve the residential character of the block. <br />Goal 3 Support a mix of housing types reflective of the needs and desires of the <br />community. <br />Finding: The proposed single-family use is consistent with adjacent uses north, along <br />Long Lake Road, and is not out of character with the adjacent two-family <br />residential uses along the north side of County Road I. <br />Water Recourse Policies <br />• Encourage new development or redevelopment that is consistent with the <br />capacity of the sanitary sewer and water systems. <br />Finding: The redevelopment is consistent with the capacity of the sanitary sewer and <br />water systems. <br />WHEREAS, the property is zoned R-1 Single -Family Residential. The proposed use (single- <br />family) is consistent with R-1 zoning; and, <br />WHEREAS, consistent with Mounds View City Code §158.020(E, F, G), the Planning and <br />Zoning Commission reviewed the Preliminary Plat application on April 19, 2023; and, <br />WHEREAS, consistent with Mounds View City Code § 158.026, the Planning and Zoning <br />Commission reviewed the Final Plat application on April 19, 2023, for consistency with the Preliminary <br />Plat; and, <br />WHEREAS, a Public Hearing is to be held by the City Council on May 8, 2023; and, <br />NOW, THEREFORE, the Mounds View Planning and Zoning Commission recommends <br />Approval of the Preliminary Plat, and Final Plat with the following conditions: <br />1. The applicant shall revise and resubmit the Preliminary Plat, Final Plat, and civil plans in response to <br />Staff s Review letter, dated April 7, 2023. Plans shall be revised and resubmitted prior to the City <br />Council's review for approval of Preliminary Plat, Final Plat, and Stormwater Management permit. <br />2. Upon the applicant resubmitting revised plans, the City Arborist shall review, and may recommend <br />preserving additional trees, and custom grading of Lots 1 and 3 in order to preserve more trees. <br />3. The applicant shall satisfy all requirements of the City Attorney, as stated in the Plat Opinion, or as <br />amended by the City Attorney. <br />4. Upon Final Plat approval, the applicant shall reimburse the City for review fees by the City Attorney, <br />City Engineer, and any consultants, if in excess of the $5,000 Subdivision Escrow, prior to the City <br />signing the Final Plat mylars. <br />
