Exhihit A <br />September 20, 2023 <br />Bob King and Committee of Petitioners <br />7408 Silver Lake Road <br />Mounds View, MN 55112 <br />RE: Petition to Amend City Charter <br />Mr. King and Committee of Petitioners: <br />This letter confirms that the petition you submitted on September 7, 2023 (the "Petition") has been <br />transmitted to the City Clerk as of . The intent of this letter is to provide a written confirmation of <br />the process the Charter Commission, City staff, and City Council will be using to review the Petition. <br />Charter Commission Consideration: At its regular meeting on September 19, 2023, the Mounds View <br />Charter Commission proposed making an amendment to the City Charter in accordance with Minnesota <br />Statutes, section 410.12, subd. 1 and 3 which provide that: <br />"The charter commission may propose amendments to such charter and shall do so upon the petition of <br />voters equal in number to five percent of the total votes cast at the last previous state general election in the <br />city." Minn. Stat. 410.12, subd. 1. <br />"All petition papers for a proposed amendment shall be assembled and filed with the charter commission <br />as one instrument." Minn. Stat. 410.12, subd. I" <br />City Clerk Review and Certification to the City Council: The Charter Commission transmitted the <br />Petition to the City Council as of . Therefore, the ten-day period during which the City Clerk will <br />review the signatures on the Petition and make a determination regarding sufficiency will end on <br />This is in accordance with Minnesota Statues, section 410.12, subd. 3, which provides that: <br />"Within ten days after such petition in transmitted to the city council, the city clerk shall determine whether <br />each paper of the petition is properly attested and whether the petition is signed by a sufficient number of <br />voters." <br />After making a determination on sufficiency, the City Clerk will certify the result of the examination to the <br />City Council. Should the City Clerk make a finding that the Petition is insufficient, the City Clerk shall <br />provide the committee of petitioners with the particulars of why the petition is deficient. See Minn.
