4. FORMING A TEAM <br /> Bringing together the right people is an essential first step in the planning process. Given the complex- <br /> ity of a sustainability plan, a local government needs to draw on a diversity of experts knowledgeable <br /> in a range of fields. One of the lasting benefits of a collaborative planning process is that it builds new <br /> relationships both within and outside the local government. It will also help key stakeholder groups ex- <br /> pand and build on their networks and will break down the silos within local government departments to <br /> encourage greater levels of collaboration. <br /> The size and nature of the team involved in developing the plan can vary for small and large local gov- <br /> ernments. However, one thing that is consistent for both is that all of the relevant departments need to <br /> be involved and a group of local experts should come together and advise the jurisdiction throughout <br /> the Five Milestone process. With such a diversity of stakeholders contributing to the plan, the sustainability <br /> coordinator plays an essential role of bringing everyone together. facilitating dialogue, and ultimately <br /> managing the decision-making process for the measures that go into the plan. <br />
