6.2 MILESTONE TWO: ESTABLISH SUSTAINABILITY GOALS <br /> Milestone Purpose: To define the scope of the plan by developing a set of sustainability goals, including <br /> an emissions reduction target, that address the most pressing challenges identified in Milestone One. <br /> Milestone Description. While analyzing the findings of the sustainability assessment, local govern- <br /> ments must assess their primary sustainability challenges and develop a set of goals that can be used <br /> as the framework for the plan. The goals define the scope of the plan and communicate to the public the <br /> priorities and focus of the planning process. The goals can be developed in parallel to the sustainability <br /> assessment in Milestone One, to help guide the research and analysis process. <br /> ICLEI MILESTONE TWO AWARD REQUIREMENTS <br /> • Development of set of goals to address sustainability issues, including an <br /> emissions reduction target <br /> • Written verification from a staff or elected official liaison that the local government has commit- <br /> ted to the goals and the specific target <br /> Or <br /> • Inclusion of goals and a reduction target in an approved emissions inventory report that is <br /> submitted to ICLEI <br /> Additional Recommendations: <br /> Public announcement of the sustainability goals including a website for public comment. <br /> It is difficult to reflect the sustainability of a community in one goal or indicator, so ICLEI recommends <br /> developing a suite of inter-related goals to comprehensively define the vision for the community, <br /> including an overarching emissions reduction target. Developing the goals involves input from the sus- <br /> tainability coordinator, interdepartmental team, sustainability advisory board, key stakeholder groups, <br /> and the public. <br /> TASKS: <br /> 1. Define clear, relevant. and measurable goals that address the key issues identified in the <br /> sustainability assessment, including an emissions reduction target. <br /> • Brainstorm goals to address the <br /> key challenges identified in the <br /> sustainability assessment. <br /> • Define the goals using simple <br /> language that will engage a wide <br /> audience. <br /> • Solicit input from the sustainability <br /> advisory board on the goals and <br /> have the board members publicly 11117 <br /> endorse the goals, to demonstrate <br /> broad support early in the process. <br />
