PARKS AND RECREATION AND FORESTRY COMMISSION <br /> 6:30 P.M. I AUGUST 24, 2023 I MOUNDS VIEW CITY HALL <br /> MEETING MINUTES MOUNDS VIEW <br /> 1. CALL TO ORDER at 6:33 PM <br /> 2. ROLL CALL: Commissioners: Anderson, Arel, (Lillemo 6:37 PM), Lundberg, (Palm 6:35 PM), Mills, Wake <br /> Wiesner Staff: Peterson I Thomas <br /> 3. APPROVAL OF AGENDA: Motion to approve by Mills, 2nd by Lundberg. Motion Passed 5-0 <br /> 4. APPROVAL OF MINUTES from July 27, 2023: Motion approve by Lundberg, 2nd by Palm. Motion Passed 6-0. <br /> 5. PUBLIC INPUT <br /> Citizens may speak to issues not on tonight's agenda. Before speaking, please give your full name and address. <br /> Please limit your comments to three minutes. <br /> Resident @ 7385 Pleasantview Dr. is asking for park shelter space in October to give away books to kids, and <br /> help with park cleanups. Lillemo present at 6:37 PM. Resident wants to bring books to 2 parks per week in <br /> October with about 5,000 books total published 2017-2019. Resident would like to have PRF Commission and <br /> City to promote the event. Any left over books could be brought to the MVCC for the Fall Festival. The City limits <br /> what we can put on the announcement board and website. Motion by Palm, 2nd by Lillemo to recommend to <br /> the City Council approval of the Free Book Fair, allowing free rental of park buildings depending on <br /> reservation ability. Motion Passed 7-0. <br /> Resident @ 8005 Woodlawn Drive shared Project Ardan Community Group shared the group's survey about <br /> interest in park clean up and community engagement. <br /> Resident @ 2501 Sherwood Road has been looking at the parks in the city for cleanup. They helped with cleaning <br /> up graffiti. Looking for volunteer gatherings to showcase the parks and looking for volunteer needs. He is <br /> reporting park maintenance issues (tunnel at Siiverview Park is cracked). We appreciate the help, but asked that <br /> this group contact Public Works for appropriate materials to be used for cleaning up and proper police reporting. <br /> 6. Special Business—Presentation Community Center Expansion-City Administrator Zikmund walked through the <br /> slideshow available on the city website.Two-level parking garage would be installed in order to save wetland <br /> areas.Where does the money come from for supporting infrastructure of the surrounding area, is that included in <br /> the projected budget? MV Blvd handles half of the traffic that it was designed for, so currently there should not be <br /> a significant impact on the neighborhood roads as most traffic will come through MV Blvd. Event Center would not <br /> have additional space or significant impact other than a"refresh.' Can we get more of a commitment to NOT <br /> impose a property tax increase. There is NO property tax levy increase as part of this plan. if the State bond <br /> comes through, we do NOT have to pay it back.The Event Center and rooms get used often during the day and <br /> after school. This would offer more use on the weekends for tournaments. The projected increase in staff is <br /> scalable, but current budgeted staffing is able to handle the increase in events(budgeted, as opposed to hired <br /> staff). Resident at 8005 Woodlawn Drive shared that some residents are uncertain of supporting the project and <br /> are looking for a breakdown of the price. Zikmund said they can put the answers on the website. There is the cost <br /> plus inflation, but the cost estimate details that are broken down can be shared on the website. Zikmund shared <br /> what makes this a regional draw for our community. Resident also asked that pictures of the current condition of <br /> the Community Center be shared. City Administrator Zikmund has advertised neighborhood meetings upon <br /> request before November 7th voting day. More mailings will come out as well. <br /> 7. STAFF REPORTS <br /> A. Parks and Recreation -Andy- See attached report. Welcome new Recreation Coordinator, Maddie Margo! <br /> Community Resource Fair September 16, between 10 am-1 pm, Fall Festival the evening of Oct. 26. IBL is <br /> planning on attending in September to discuss the pitching mound at Greenfield Park. <br />
