2023 3rd Quarter Report —Neighborhood Resource Officer <br />The NRO responded to 196 calls for service in the third quarter and participated in 14 <br />Community Outreach events. 47 of the cases were investigations received from Child <br />Protection and Adult Protection reporting maltreatment of children and vulnerable <br />adults. During the third quarter, the NRO continued to assist with filling in with patrol <br />shifts as needed due to staffing levels. <br />This quarter the Mounds View Police Department continued efforts that have been <br />established with the Crime Free Multi Housing Apartment Landlord Coalition. The cities <br />of Mounds View and New Brighton expanded their collaboration efforts to now include <br />the City of Roseville with hosting meetings for landlords every other month. Roseville <br />hosted their first meeting and property managers heard from representatives of the <br />Metropolitan Council HRA in regards to the Housing Choice Voucher program. Mounds <br />View will be hosting the next meeting followed by New Brighton. <br />Through the Crime Free Multi- Housing coalition, the NRO has sent out three strike 1 <br />letters. Subsequently, there were two strike 2 letters sent out. In that instance, it was <br />the same property manager who received both strike 2 notices. The property manager <br />provided the NRO with proper documentation needed after a second -strike letter and <br />has remained in contact for any follow up issues. The NRO continued to work with the <br />City of Mounds View Code Enforcement to mitigate any property management issues. <br />The NRO has continued communication with representatives from Northeast Youth and <br />Family Services to provide aid for youths, adults, and families in need of mental health <br />counseling and community support services. The previous community outreach <br />coordinator stepped down from the position and it has yet to be filled. The NRO <br />submitted 3 referrals for services through NYFS for mental health and housing <br />resources during the third quarter. Two referrals for services to Ramsey County Parent <br />Support Outreach Program were submitted by the NRO during the third quarter as well. <br />Community outreach event collaborations have continued between the NRO and the <br />Mounds View Police Foundation. Events over the course of the third quarter included <br />passing out popsicles at city parks on the 4th of July dubbed 'Popsicles at the Park'. <br />Due to weather on the day of there was a surplus of popsicles, which were passed out <br />though the summer when the City Hall Park had an influx of attendance. Being able to <br />host outreach events such as this assisted with continuous efforts of building <br />relationships and interacting with members of the community. The NRO also hosted <br />another catalytic converter marking clinic through the MN Department of Commerce <br />Catguard pilot program. <br />The NRO with help from the city mechanic marked 34 catalytic converters. In August, <br />the City participated in Night to Unite once again. Throughout the day, officers were <br />able to attend 27 block parties. This year's Night to Unite focused on a food drive for <br />Ralph Reeder food shelf. The NRO delivered two car loads of supplies to Ralph Reeder <br />on behalf of the residents of Mounds View. Several other outreach events include <br />countless Rockwall events, Festival in the park, and apartment barbeques. <br />
