Flock Safety <br />Page 2 <br />Goal A: Increased enforcement and responsiveness to drugs, traffic, code violations, <br />and petty crimes. <br />Goal C: Network with other communities and organizations <br />Financial Impact <br />After the 45-day pilot period, the first -year total will be $36,500 with an annual accruing <br />fee of $30,000 for the second year totaling $66,500 for the two-year agreement <br />(24 months). This is considering 10 cameras so if we have fewer cameras the cost will <br />go down. The 2023 Minnesota Legislature enacted a one-time Public Safety Aid <br />package. The one-time appropriation of $300 million is allocated among all counties, <br />cities, townships of a population of 10,000 or more. Mounds View is projected to <br />receive approximately $574,704. This would definitely be a beneficial and responsible <br />way to spend some of this money. <br />Other local communities including Woodbury, U of M PD, Maple Grove PD, Brooklyn <br />Center PD, Fridley PD, Orono PD, West Hennepin DPS, Wayzata PD, Coon Rapids <br />PD, Roseville PD, St. Louis Park PD, Minnetonka PD, Edina PD Champlin PD, <br />Plymouth PD, Robbinsdale PD as well as several agencies in Wisconsin have chosen <br />the Flock system. <br />Recommendation: <br />Staff recommends approving the subscription to Flock services to include license plate <br />readers and software in the amount of $66,500 for 24 months utilizing Public Safety Aid <br />Funds. <br />Attachments: <br />■ Flock Safety Agreement <br />• Flock Safety PowerPoint <br />■ Flock Safety informational handouts <br />• Flock Safety camera pole photo <br />Respectfu ubmitted, <br />en Zender <br />Chief of Police <br />
