Mounds View EDA November 13, 2023 <br />Regular Meeting Page 2 <br /> <br />7. EDA BUSINESS <br /> <br />A. Resolution 23-EDA-366, Authorizing the Purchase of Real Property. <br /> <br />Assistant City Administrator Beeman requested the EDA consider the purchase of the property at <br />2716 Hillview Road. He explained the EDA discussed this purchase at their September 25 meeting. <br />He commented further on the purchase agreement and recommended approval. <br /> <br />Commissioner Meehlhause asked if this property could tie into the adjacent bank property. <br />Assistant City Administrator Beeman stated this would be an option for future development and <br />noted staff has spoken with the bank owners about this potential. <br /> <br />MOTION/SECOND: Lindstrom/Gunn. To Waive the Reading and Adopt Resolution 23-EDA- <br />366, Authorizing the Purchase of Real Property. <br /> <br /> Ayes – 4 Nays – 0 Motion carried. <br /> <br />B. Resolution 23-EDA-367, Authorizing the Purchase of Real Property. <br /> <br />Assistant City Administrator Beeman requested the EDA consider the purchase of the property at <br />2833 Mounds View Boulevard, which was adjacent to Steve’s Appliance along the Mounds View <br />Boulevard corridor. He explained the EDA discussed this purchase at their September 25 meeting. <br />He commented further on the purchase agreement and recommended approval. <br /> <br />Commissioner Meehlhause asked how the EDA would fund the purchase of this property. <br />Assistant City Administrator Beeman reported the EDA would use proceeds from the sale of the <br />Skyline property to purchase this parcel. <br /> <br />Commissioner Gunn commented on how the City would have more control over the future <br />development of this property, if under City ownership. Assistant City Administrator Beeman stated <br />this was the case. Executive Director Zikmund explained both of these properties came to the EDA <br />with offers at or near the County assessed value. <br /> <br />MOTION/SECOND: Meehlhause/Gunn. To Waive the Reading and Adopt Resolution 23-EDA- <br />367, Authorizing the Purchase of Real Property. <br /> <br /> Ayes – 4 Nays – 0 Motion carried. <br /> <br />C. Villas of Mounds View, Certificate of Completion, Investment Letter, and <br />Resolution 23-EDA-368, Authorizing Issuance of TIF. <br /> <br />Assistant City Administrator Beeman requested the EDA approve a Certificate of Completion, <br />Investment Letter and Resolution authorizing the issuance of TIF for the Villas of Mounds View. <br />He explained this project was being closed out, TIF notes were previously approved and now was
