Mounds View Planning Commission May 17, 2023 <br />Regular Meeting Page 3 <br />________________________________________________________________________ <br /> <br /> <br />Commissioner Farmer requested further information on the criteria that must be met in order to <br />grant a Conditional Use Permit. Community Development Director Sevald reviewed the criteria <br />that must be met in order to grant a CUP. It was noted the proposed site would be used for ice <br />cream production with some retail. <br /> <br />Commissioner Nelson asked if residents would be able to purchase ice cream by the pint or in <br />bulk off the street. Jerry Guss, Big Dipper Creamery representative, commented on how his <br />business was expanding noting Big Dipper Creamery would have display freezers with pint and <br />quarts of ice cream for sale. He noted the store would not be an ice cream parlor with ice cream <br />cones for sale. <br /> <br />Commissioner Nelson asked how many ice cream flavors were made by Big Dipper Creamery. <br />Mr. Guss estimated he made over 200 flavors of ice cream and noted he sells his ice cream to 10 <br />different vendors in the metro area. <br /> <br />MOTION/SECOND: Commissioner Stevenson/Commissioner Nelson. To approve Resolution <br />1059-23, recommending approval of Ordinance 1003, Amending Mounds View City Code <br />Chapter 160.198; B-3 Highway Business District, Conditional Sales. <br /> <br /> Ayes – 7 Nays – 0 Motion carried. <br /> <br />MOTION/SECOND: Commissioner Munson/Commissioner Farmer. To approve Resolution <br />1060-23, a Resolution Recommending Approval of a Conditional Use Permit for Manufacturing, <br />Compounding, Processing, Packaging or Treatment of Cosmetics, Pharmaceuticals and Food <br />Products and the Rendering or Refining of Fats and Oils for Big Dipper Creamery at 2222 <br />Mounds View Boulevard. <br /> <br /> Ayes – 7 Nays – 0 Motion carried. <br /> <br /> <br />6. Other Planning Activity <br /> <br />A. Accessory Dwelling Unit Discussion <br /> <br />Community Development Director Sevald informed the Commission that he was contacted by a <br />resident that was interested in constructing an Accessory Dwelling Unit. He questioned how the <br />Commission would like to proceed. <br /> <br />Commissioner Nelson commented on the cost for a tiny home and stated the prices were <br />becoming quite high. <br /> <br />Commissioner Stevenson stated his concerns with ADU’s was the future use of the space. <br />
