Mounds View Planning Commission October 18, 2023 <br />Regular Meeting Page 2 <br />6. Public Comment <br />None. <br />7. Planning Cases <br />A. Resolution 1166-23, Recommending Approval of the Alexander Gardens <br />Preliminary Plat at 8441 Fairchild Avenue and 8492 Long Lake Road <br />Phil Carlson, Stantec, stated the Alexander's reside at 8441 Fairchild Avenue. They wish to <br />purchase a portion of the land at the rear of their property from the Wilcox's lot at 8492 Long <br />Lake Road. The Wilcox's have agreed to sell a portion of their property to the Alexanders. The <br />Alexander's are applying for a subdivision to be called Alexander Gardens. The Alexander's lot <br />is 0.47 acres, platted in 1978. Access is from Fairchild Avenue. At the rear side of the property is <br />the south end of the 1-acre lot owned by the Wilcox's. The Alexanders wish to purchase just the <br />south portion of the Wilcox property such that their property extends east to the rear lot line of <br />8450 Red Oak Drive. <br />Mr. Carlson explained the dimensions of the Alexanders' property are approximately 170 feet by <br />90 feet that includes drainage and utility easements each 5 feet wide on the north, south and east <br />sides of the parcel and 10 feet on the west side on Fairchild Avenue. The portion of the <br />Wilcox's' property the Alexanders wish to purchase is on the south side of the property with <br />dimensions of 75.72 feet by 98 feet. The proposed modification will result in addition of about <br />3,500 square feet to the Alexander's lot. The modified plat area and boundary is shown in blue <br />line in the image and the red solid lines indicate the modified plat boundary of the Wilcox <br />property. There is one small addition to the drainage and utility easement to add another 5-foot- <br />wide easement to the north -south easement to extend a full 10-foot-wide easement should it be <br />needed for utility purposes. Staff recommended the Planning Commission hold a public hearing <br />and approve the Preliminary Plat for the Alexander Gardens plat to adjust the lot line between <br />8441 Fairchild Avenue and 8492 Long Lake Road as depicted on the Preliminary Plat prepared <br />by Lake and Land Surveying Inc received by the City September 25, 2023 with the following <br />findings of fact: <br />1) The request involves a lot line adjustment between two existing lots of record, the <br />properties at 8441 Fairchild Avenue and 8492 Long Lake Road. No new lots are being <br />created. <br />2) The plat does not involve the installation or modification to any public infrastructure or <br />site grading. <br />3) The preliminary plat meets the requirements in Sections 158.022 and 158.023 of the City <br />Code for preliminary plat approval. <br />Commissioner Curtis asked if the neighbors were notified of this preliminary plat. Mr. Carlson <br />reported the neighbors were notified. <br />
