Resolution No. 9859 <br />Page 2 <br />WHEREAS, Subdivision 4a of the Statute requires that, in the event an agreement is <br />not reached with existing collectors, before implementing organized collection, the council must <br />establish an organized collection options committee to identify, examine, and evaluate various <br />methods of collection and appoint the members of the committee; and <br />WHEREAS, the Statute outlines the duties of the committee; and <br />WHEREAS, the Council wants to ensure that the process to organize collection <br />continues to move toward a signed agreement. <br />NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Mounds <br />View authorizes City staff to continue to negotiate in good faith with the current collectors. <br />BE IT FURTHER RESOLVED, the recitals set forth in the preamble to this Resolution are <br />incorporated into this Resolution as if fully set forth herein; and <br />BE IT FURTHER RESOLVED, that the Council authorizes the formation of an organized <br />collection options committee under the Statute and directs that committee to review the prior <br />actions of the Council, feedback from residents, and research from staff as well as seek <br />additional information and input from City staff, the current collectors, and City residents; and <br />BE IT FURTHER RESOLVED that the Council appoints Mayor Zach Lindstrom, Council <br />Member Gary Meehlhause, City Administrator Nyle Zikmund, Finance Director Gayle Bauman, <br />Public Works/Parks and Recreation Director Don Peterson and residents Julie Clark, Gerald <br />Are[, Gary Stevenson, and Blake Downes to be the organized collection options committee; <br />and <br />BE IT FURTHER RESOLVED, that the Council requests a report from the organized <br />collection options committee based on their research and findings containing recommendations <br />to the City regarding whether to organize collection and if so under what conditions, no later <br />than February 1, 2024 for consideration; and <br />BE IT FINALLY RESOLVED that the City Council directs City Staff to begin drafting a <br />Request for Proposals, which will be further informed by and completed after the committee <br />report, for Council consideration no later than February 22, 2024. <br />Adopted by the City Council of the City of Mounds View, Minnesota this 8t" day of <br />Januaiy, 2024. <br />ch Lindstrom, Mayor <br />ATTEST: <br />4, �' - I, / <br />Ny Zik nd, City Administrator <br />MU210\313\925102.v2 <br />
