1 <br />City of Mounds View Staff Report <br />Item No: 8D <br />Meeting Date: January 8, 2024 <br />Type of Business: CB <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Item Title/Subject: Resolution 9860, Approving Change Order for installing Electric <br />Output Filters on the VFDs part of the Main Water Treatment Plant <br />Rehabilitation Project <br />Introduction: <br />The City Council approved Resolution 9419 authorizing Municipal Builders Incorporated <br />(MBI) to perform the rehabilitation, as per the plans and specifications developed by AE2S <br />on main water treatment plant (WTP#1). This work is part of the Water Treatment Plant <br />Rehabilitation Project (City Project No. 2016-006). <br />Background/Discussion: <br />Variable Frequency Drives (VFD's) electronically control the speed in which the well <br />motor starts. In October of 2023 Well Motor #3 failed, the contractor removed the motor <br />and performed an inspection for the failure. Unfortunately the motor manufacture was <br />unable to determine the cause, and highly recommended that electric output filters be <br />installed after the VFD and before the well motor for these filters are designed to catch <br />any electrical surges that could harm the motor. <br />Staff requested a cost change order to be submitted for purchasing and installing the <br />filters for the VFD's <br />Further Discussion: <br />MBI submitted a cost for change order #19 for installing electric output filters on the VFD's. <br />The change order includes the purchase and installation of the electric output filters at a <br />total cost of $11,286.09. NOTE: This change order will also increase the final payment <br />and closing out the project which should be no later than April 30, 2024. <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. <br />Ensure Clean Water and Maintenance. <br />Financial Impact: No financial Impact to the 2024 Budget. The 2024 Water Fund <br />budgeted estimate of $275,000.00 for Water Treatment Plant and Engineering Design. <br />
