Item No: 05D <br />Meeting Date: January 8, 2024 <br />MUL-NDIS, <br />VVtE-W <br />Type of Business: Consent Agenda <br />Administrator Review: <br />city of mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Rayla Sue Ewald, Human Resource Director <br />Item Title/Subject: Resolution 9852, Authorizing Revisions to Section 2.07, C (Insurance <br />Benefits - Enrollment) of the Personnel Manual <br />Background: <br />A revision is requested to the Personnel Manual: <br />• Section 2.07, C, Insurance Benefits — Enrollment <br />Discussion: <br />Section 2.07, C currently states: All new probationary employees are eligible to enroll in the group insurance <br />program with the City. Insurance coverage will not commence until the first of the month following a full <br />month of employment. In the fall of each year an open enrollment period will occur for the upcoming/next <br />year. All eligible employees must update their benefit selection during the annual open enrollment period. <br />Staff is proposing to start benefits the first of the month following an employee's start date. Ideally, there <br />would be no lapse of insurance coverage for new hires, as they transition onto the City of Mounds View <br />insurance program. Additionally, this will avoid some new hires electing the expensive continuation of <br />benefits (COBRA) from a former employer. <br />Benefit plan language within our summary plan descriptions are allowed to change annually, and staff is <br />requesting this item be effective retroactive to January 1, 2024. The Human Resource Committee has <br />reviewed and agrees with the language change and retroactive request. Newly acquired employees have <br />requested this change be considered, and the change benefits new hires as we move forward. <br />Strategic Plan Strategy/Goal: <br />Create a culture where employees desire to work. <br />Financial Impact: <br />Because the City prepares its budget under the assumption that all positions will be filled for the entire year, <br />the only impact from this change would be if the employee vacating the position being filled, remained on <br />staff for a period of time.
