establish an organized collection options committee to identify, examine, and evaluate various <br />methods of collection and appoint the members of the committee; and <br />WHEREAS, on January 8, 2024, the City Council established an organized collections <br />options committee which met on January 17t", January 24t", and January 31St, and <br />WHEREAS, the City and the haulers have continued to negotiate and met with the <br />haulers on 9 additional occasions, January 111", 18t" and 25t", and February 5t" 8t" 12t" 19th <br />26t" , and 27t", and March 5t"; and <br />WHEREAS, throughout the negotiation process the City produced 18 drafts of a <br />Residential Solid Waste Contract, with the parties coming to a tentative agreement on contract <br />language on February 26t"; and <br />WHEREAS, the haulers sent a proposal for rates throughout the term of the contract to <br />the City on the evening of February 26t"; and <br />WHEREAS, on March 6, 2024, the City Council held a work session where it heard an <br />update on the negotiations from City staff and legal counsel and reviewed the price proposal, <br />rate increase proposal, and a comparison of that proposal to what is being paid by current <br />Mounds View residents and in other cities; and <br />WHEREAS, a representative of one of the haulers was present at the work session, but <br />no other hauler representatives attended the session; and <br />WHEREAS, the representative addressed the City Council, provided further information <br />and feedback, and indicated that the haulers were willing to further discuss price and would <br />consider a counter-offer from the City; and <br />WHEREAS, the Council considered whether to continue to negotiate and directed staff <br />to prepare a resolution to end negotiations with the currently licensed haulers and schedule <br />further meetings with the organized collections options committee so that the council can <br />determine whether to issue a request for proposals for collection services; and <br />WHEREAS, the Council wants to ensure that the process to organize collection <br />continues to move toward a signed agreement in a timely manner. <br />NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Mounds <br />View hereby ends negotiations with the currently licensed haulers; and <br />BE IT FURTHER RESOLVED, that the Council directs staff to convene further meetings <br />with the organized collections options committee so that the committee can issue a report on <br />its research, findings, and any recommendation to the Council; and <br />BE IT FINALLY RESOLVED, that the Council directs City Staff to begin drafting a <br />Request for Proposals, which will be further informed by and completed after the committee <br />report, for Council consideration. <br />Adopted by the City Council of the City of Mounds View, Minnesota this day of <br />March, 2024. <br />2 <br />MU210\313\938465.v1 <br />
