MOUNWS ViEw <br />City of Mounds View Staff Report <br />Item No: 8A <br />Meeting Date: February 26, 2024 <br />Type of Business: Council Business <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/parks and Recreation <br />Item Title/Subject: Resolution 9880 - Public Hearing for the 2024 Private Property Inflow <br />and Infiltration Grant Program from the Metropolitan Council <br />Introduction/Discussion: <br />Metropolitan Council Environmental Services (MCES) established an Inflow and Infiltration <br />(I&I) grant program for municipalities. In 2023 MCES received $1.5 million for a private <br />property I&I pilot program. <br />This grant was designed to assist private property owners with reducing I&I throughout the <br />service area. By reducing I&I, MCES treatment system can more efficiently treat the <br />incoming sanitary sewer discharges. <br />Qualified spending on eligible work can happen between Jan. 1, 2024 and Dec. 31, 2024. <br />The City was awarded $50,000 from MCES for the Private I & I Grant, and the City Council <br />must establish guidelines for implementing the program. The City Council reviewed the <br />information and determined the following guidelines for administering the program to <br />Mounds View property owners at the February 5, City Council Works Session as follows; <br />1) The City will concentrate on residential homes built prior to 1960. <br />2) Only homes not selling shall be eligible to be included in the program. <br />3) Property owners need to submit an application to be eligible to participate in the <br />program. <br />4) Each property that submits the application will be placed in a lottery and will <br />receive $2,500.00 if drawn. <br />5) Property owners must submit the original cost estimate and the Contractors 1099 <br />form in order to receive the $2,500.00. <br />A Public Hearing must be held in order for the City to participate in the MCES Private <br />Property I & I Program. Tonight's City Council Meeting is the first Public Hearing to officially <br />adopt the program before the dead line of March 15, 2024. <br />The City Attorney has reviewed the agreement and recommended some changes the <br />agreement which MCES has agreed to these changes. <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements.
