MOUNDS ViEw <br />of Mounds View Staff R1 <br />Item No: 5.C. <br />Meeting Date: February 26, 2024 <br />Type of Business: Council Consent <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 9876 Nomination of Jim Freichels for <br />appointment to SBM Fire Board <br />Introduction: <br />The City of Mounds View has contracted with the Spring Lake Park — Blaine — Mounds <br />View Fire Department (SBM FD) since 1944, a non-profit fire corporation. In 1992, the <br />department amended their bylaws to include community representatives on the board of <br />directors. Mounds View has one of the five community representative seats, consistent <br />with our budget share. Blaine has 3, Spring Lake Park 1, and the Fire Department <br />membership elects two of their own. <br />Discussion: <br />Terms are for 3 years with ability to serve a second term. Former Mayor Joe Flaherty is <br />the current member who will be finishing his second term. Mr. Freichels is well known <br />to the city as a second generation business owner of Delcom Communications as well <br />as being a long serving member of our EDC. Chief Retka, Council Member <br />Meehlhause and I spent an hour with Mr. Freichels discussing the position and duties. <br />He welcomes the opportunity to serve in this capacity. It is the purview of the City to <br />recommend/nominate and the board does the actually "seating" of the nominee. <br />Recommendation: <br />Staff recommends approval of Resolution 9876. <br />Respectfully submitted, <br />Nyle Zikmund <br />City Administrator <br />
