2023 Ramsey County VCET 4th Quarter Report <br />Between October and December, the Mounds View DEA / VCET Investigator, along <br />with other Investigators, located and arrested three fugitives stemming from a 2022 — <br />2023 narcotic investigation. All three fugitives were turned over to the US Marshals in <br />which they made their first appearances in Federal Court. These suspects all sold <br />pound quantities of methamphetamine to the Mounds View undercover Investigator. <br />In November, the Mounds View DEA / VCET Investigator(s) were in communications <br />with a Narcotics Dealer (Source of Supply) in Mexico. The SOS agreed to sell the <br />undercover officers a large quantity of methamphetamine for a predetermined quantity <br />of US Currency. Investigators traveled to a state in the Midwest while working with local <br />and federal Law Enforcement. Through further investigation, Law Enforcement located <br />the "load vehicle" as it traveled through another state. Investigators directed the <br />Highway Patrol to the load vehicle where a traffic stop was conducted. At the <br />completion of the traffic stop, Investigators seized over 60 pounds of cocaine, 40 <br />pounds of methamphetamine, and 7 pounds of powder fentanyl. Multiple individuals <br />were arrested and booked at the county jail pending federal indictments. <br />In November, the Mounds View DEA / VCET opened a narcotic investigation into a <br />known and identified fentanyl dealer. Investigators then learned that the suspect was <br />wanted in two other counties within Minnesota for selling fentanyl which led to two <br />deaths. The Mounds View Investigator provided information to the other Law <br />Enforcement agencies and assisted with the suspects arrest. The suspect remains in <br />custody while they await further court proceedings. <br />In December, the Mounds View DEA / VCET Investigator(s) traveled to Washington DC <br />for a case coordination meeting with other Law Enforcement agencies from around the <br />United States regarding a drug trafficking organization that is importing large quantities <br />of fentanyl into the United States to include Minnesota. Law Enforcement partners <br />worked together to formulate a plan for future undercover operations and arrests of the <br />individuals in the USA and Mexico. <br />In December, the Mounds View DEA / VCET Investigator assisted the Minnesota BCA <br />with the apprehension of a homicide suspect that fled on foot from a vehicle. The <br />suspect was safely apprehended and booked into the County Jail. <br />In December, the Mounds View DEA / VCET Investigator assisted with negotiating the <br />undercover sale of nearly 20,000 fentanyl pills which were seized by Law Enforcement. <br />
