Dear RCLLG Exec Cmte and Collective Action Cmte, <br />I have a timely update for the Manufactured Homes Winterization idea that the Collective Action <br />Committee is interested in pursuing funding from the EPA Carbon Pollution Reduction Grant. I spoke <br />with Kate Knuth, Climate Director at the MPCA, and she told me the following. <br />• The State is requesting $400 million from the EPA Carbon Pollution Reduction Grant (CPRG) <br />Program. The Minnesota proposal has identified some specific cities (I believe they include <br />Duluth, St Paul and Minneapolis) and a number of tribal reservations. <br />• If Minnesota is awarded CPRG funding, a pool of funding for residential decarbonization will be <br />assigned to the Met Council to allocate to projects in the Twin Cities Metro Area. We would <br />need to apply to the Met Council to access the CPRG funds. <br />• Kate asked that RCLLG provide a letter of commitment for our manufactured home <br />winterization initiative for inclusion in the MPCA grant application to the EPA. This does not <br />assure our idea of future funding, but gets us on their radar for consideration by the Met Council <br />when the time comes. <br />• Attached is a draft letter of commitment that we would ask the RCLLG Board to approve at its <br />meeting this Friday. Since we are not formally submitting a grant application to the MPCA or <br />EPA, no specific action is needed by any RCLLG member organization at this time. <br />I will ask Mary Wynne to add this draft letter of commitment to the RCLLG board meeting agenda as <br />part of the Collective Action Committee's work plan. The data shows that in 2022, there were 15 manufactured home parks across 8 <br />suburban cities in Ramsey County. In those 15 parks, there were 2761 housing units that provided <br />a home for 7518 people. If we were able to get the EPA Carbon Pollution Reduction grant to fund $2500 <br />
