MOUNDS VIEW <br />City of Mounds View Staff R <br />Item No: 08A <br />Meeting Date: April 8, 2024 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Public Hearing: Consideration of Resolution 9898, Approving a Chicken - <br />Keeping License Request from Jeffrey Hedstrom, 7748 Woodlawn Drive <br />Introduction: Chapter 90.005 of the Mounds View Code allows limited and controlled raising and <br />keeping of chickens and/or ducks on properties zoned R-1, Single Family. Jeffrey Hedstrom has <br />submitted an application to raise and keep chickens on his property. <br />Discussion: The applicant, Jeffrey Hedstrom, has submitted an application to raise and keep <br />chickens on his property located at 7748 Woodlawn Drive. The City Code allows for up to twelve <br />chickens at one time and requires that backyard areas within which the chickens roam be <br />fenced. Mr. Hedstrom has indicated that he plans to raise and keep eight chickens at this time. <br />The chickens will have a designated fenced area in the rear yard. The submitted site plan <br />indicates that the chicken coop will have the required minimum 20 foot setbacks from all property <br />lines. It appears Mr. Hedstrom meets all requirements of Chapter 90.005. <br />If issued, this will be the 14t" chicken -keeping license that is current in the City. We also have <br />three more applications being processed at this time. <br />In accordance with Chapter 90.0005, initial applications shall be considered by the City Council after <br />holding a public hearing. Approval of renewal applications are done administratively unless the City <br />has received substantial complaints or related violations have been documented during the previous <br />year. <br />As required, staff has published a public hearing notice in the March 27, 2024, edition of the St. Paul <br />Pioneer Press, the City's official newspaper. In addition, as required, notices were mailed to <br />residents within 350 feet of the subject property. <br />Mr. Hedstrom has indicated that he will be present at the City Council Meeting/Public Hearing to <br />answer any questions you may have. <br />Strategic Plan Strategy/Goal: Our ordinance and this application are consistent with the Vision <br />Statement, "...welcoming a desirable destination to all ages and cultures... and a place where <br />residents can live, work and play." <br />Financial Impact: None <br />Recommendation: Staff recommends opening the public hearing for comment and approval of <br />Resolution 9898 approving a chicken -keeping license for Jeffrey Hedstrom This is an annual <br />license, January 1 to December 31. <br />Respectfully submitted, <br />Nyle Zikmund <br />i i,u _viuuuua view Vision <br />A Thriving Desirable Community <br />
