Item No: 07.A <br />Meeting Date: April 22, 2024 <br />Type of Business: EDA BUSINESS <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br />To: Economic Development Authority <br />From: Brian Beeman, Assistant City Administrator <br />Item Title/Subject: Resolution 24-EDA-373, A Resolution Approving an Agreement between <br />the City of Mounds View Economic Development Authority and the <br />Center for Energy and Environment to Perform Home Energy Squad <br />visits in the City of Mounds View <br />Background <br />One of the services provided by the Center for Energy and Environment (CEE) is the Home Energy <br />Squad. The Home Energy Squad provides: <br />1)Home saver visits to determine energy savings for Mounds View homeowners; and <br />2)Planner visits to identify and implement energy savings opportunities; and <br />3)Air sealing and insulation quotes; and <br />4)Follow-up services and insulation contractor assistance. <br />The Mounds View EDA assists and coordinates with CEE on marketing activities to promote the <br />Home Energy Squad services. The current agreement expired December 31, 2023 due to Xcel <br />Energy reevaluating its contracts. Xcel Energy and HES has completed their contract details and <br />HES is now reaching out to its City Members to renew their contracts. <br />HES has agreed to continue its services to Mounds View residents as it has been in the past without <br />changes to services offered. The EDA currently offers discounts to residents who utilize the HES <br />services. The EDA/HES partnership will continue to offer the same structure as outlined in the <br />attached agreement. CEE will continue to provide seasonal promotional materials and program <br />collateral highlighting the City’s contribution to visits, and have outreach staff available to attend <br />events. <br />An extension of the existing contract is necessary to continue the Home Energy Squad services. <br />There are no changes to the Agreement other than updating the expiration date. Everything else will <br />remain the same. The amended contract will be effective April 1, 2024 and expire December 31, <br />2026. <br />Discussion <br />The EDA to discuss renewing services provided by CEE through HES. There are no changes to <br />the existing Agreement. <br />Strategic Plan Strategy/Goal <br />Maintain a positive business climate where businesses want to locate and remain in Mounds View. <br />Finance top redevelopment areas Industrial/Commercial/Residential. <br />Financial Impact <br />None, this is a budgeted item. <br />Recommendation <br />Staff recommends the EDA consider 24-EDA-373 via a motion.
