Mounds View Ardan Park Ponds <br /> 1 Introduction <br /> This plan provides upland vegetation ecological restoration and management recommendations for the <br /> Ardan Park Ponds Restoration Planning project area in Mounds View. Stantec staff conducted field <br /> surveys to assess existing vegetation cover on August 18 and September 8, 2023, around Pond AA-1.P1 <br /> and Pond AA-1.P2.Additional observations included erosion concerns and locations of park amenities <br /> (benches, signage, and waste receptacles). <br /> The following sections include summaries of existing conditions, followed by proposed vegetation <br /> restoration and management goals, objectives, and cost estimates for initial restoration and future <br /> maintenance. <br /> • Restoration goals are provided to articulate desired future vegetation cover types and functional <br /> values. The goals are designed to support water quality protection, high-quality wildlife habitat, <br /> and native plant diversity, and enhance park visitor activities and amenities, using sustainable, <br /> cost-effective, long-term vegetation management strategies. <br /> • Restoration objectives provide the detailed desired future condition characteristics needed to <br /> guide selection of vegetation management methods and materials. The objectives provide <br /> measurable metrics that can be used to determine progress towards achieving restoration goals. <br /> High-level cost estimates are provided to aid in understanding the overall scope of funding needed for <br /> vegetation management and to help prioritize restoration activities given potential funding constraints or <br /> opportunities. The estimates assume that Mounds View pursues the restoration goals and objectives as <br /> described for each cover type. The estimates are based on outsourcing vegetation restoration and <br /> management activities to ecological restoration contractors in current market conditions. <br /> 2 Overview of Existing Conditions <br /> Vegetation cover types were identified based on vegetation structure, composition, and current <br /> management(such as mowed versus unmowed). Two upland vegetation cover types were initially <br /> mapped and described in the Vegetation Summary Memo(October 24, 2023). However, after additional <br /> discussion with Mounds View staff about potential restoration opportunities in the park, Stantec mapped a <br /> third upland vegetation cover type (dry-mesic oak woodland)that occurs by the compost facility. The <br /> updated existing conditions cover map is provided in Figure 1. Emergent wetland vegetation was present <br /> around each pond but was not mapped as part of the scope of this vegetation assessment.
