Changes to the Fee Schedule from 2008 to 2009 <br />are highlighted in red and blue. <br /> <br />There was no public comment at November 24, 2008, public hearing in regard to this Fee <br />Schedule. However, the Public Hearing on the Fee Schedule was continued to allow Staff <br />time to research business license fees. <br /> <br />Discussion <br /> <br />The City Council directed Staff to research what other communities charges for various <br />business licensing fees. Below are the results of Staff Research: <br /> <br />Amusement Device License: The City currently charges $15 per location plus $15 per <br />machine for all amusement devices, which includes “pinball <br />machines”, arcade machines, kiddie cars, etc. Staff found <br />that some cities either charged a flat fee (for example, <br />Forrest Lake charges $100.00) or they charge, like we do <br />here in Mounds View, a fee per location in addition to a fee <br />per machine. The Mermaid, Moe’s, Robert’s, and the <br />Wynsonng Movie Theatre currently have Amusement <br />Business Licenses. The Mermaid has the most amusement <br />machines (41 machines). Attached is the League of <br />Minnesota Cities Permit Survey for your reference. Staff <br />recommends to not increase this fee. This fee seems to be <br />consistent with the League’s survey. <br /> <br /> <br />Automobile Sales: In accordance with Section 510.01, anyone who, as a part of <br />their livelihood, engages in the regular sale, trade or exchange <br />of automobiles shall be deemed to be doing business as a <br />new or used automobile dealer. The City only has one car <br />dealer, Saturn. The City currently charges, $158.00/year. <br />After looking at the League of Minnesota Cities Permit <br />Survey, Staff feels that the City should be charging more. <br />For example, the City of New Brighton charges $190.00. <br />Staff recommends revising this fee to $200.00/year. <br /> <br />
