RESOLUTION 9901 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />APPROVAL TO ALLOW KEYSTONE UTILITY SYSTEMS TO REPLACE INOPERABLE <br />RESIDENTIAL METER VALVES DURING THE 2024 WATER METER REPLACEMENT <br />PROJECT AT THE CITY'S EXPENSE <br />WHEREAS, one of the most important services provided by Public Works is a reliable <br />source of drinking water for the community; and <br />WHEREAS, Water meters were last replaced in 1996-97 and in 2007-08 the meter <br />readers were replaced; and <br />WHEREAS, Commercial meters are, in some cases, are over 40 years old and the <br />water meters located in the multi -family units should be compound meters, in order to capture <br />low water flows in these units, but the majority are not; and <br />WHEREAS, the average "life" of a water meter is between 20-25 years; and <br />WHEREAS, at the September 7, 2021 Work Session the water meter replacement project <br />was discussed and Council directed Staff to continue with the project; and <br />WHEREAS, the City Council approved Resolution 9767, June 12, 2023, awarding the <br />contract to Milbank WinWater Works for the City Water Meter Replacement program; and <br />WHEREAS, at the April 1, 2024, Council Work Session the Council discussed the <br />replacement of the water service valves, these are valves typically on each side of the meter; and <br />WHEREAS, The Council requested that Staff obtain a cost estimate from the sub- <br />contractor to replace the meters; and <br />WHEREAS, Staff received the following estimate from Milbank Winwater Works for the <br />inoperable residential water meter valve replacements: <br />Contractor <br />30 min - Labor <br />and Parts <br />1 hour - Labor <br />and Parts <br />1.5 hours- Labor and <br />Parts <br />Milbank Winwater Works <br />$92.50 <br />$185.00 <br />$277.50 <br />WHEREAS, the funding for these repairs is not budgeted and would come from the <br />Drinking Water fund, 700-4823-7030, which includes $1,375,000.00 for Commercial/Residential <br />Water Meter replacement. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View, <br />Ramsey County, Minnesota as follows: <br />
