Item No: 8D <br />Meeting Date: April 22, 2024 <br />MOU-NDS VIEW Type of Business: CB <br />Administrator Review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Public Works Director <br />Item Title/Subject: Resolution 9914, Approving the Evaluation of the City Storm Water <br />Ponds located on Silver Lake Road and Woodcrest Drive, SC-2.P1 <br />and SC-2.P2, by Stantec Engineering Services <br />Background/Discussion: <br />The Public Works Department has many responsibilities and one is to efficiently operate and <br />manage the storm water system. The system was first constructed in the 1970's and as with <br />other similar core functions, research, innovation, and best management practices have <br />changed over the years. <br />Council passed Resolution 9544 approving the proposal from Stantec Engineering Services to <br />complete an overall Storm Water Pond assessment with a final report providing a list of ponds, <br />features, and maintenance needs, including a Capital Improvement Plan for City Storm Water <br />Ponds. <br />Council also approved Resolutions 9783 and 9784 authorizing Stantec to complete the <br />assessments for the Ardan Park, AA-1.P1 and AA-1-.P2, and the Silver View Park storm water <br />ponds. Stantec and City Staff are currently preparing and reviewing plans for dredging and <br />improvements to both the Ardan Park and Silver View Park storm water ponds. <br />The overall Storm Water Assessment Plan, provided by Stantec, lists the following Storm Water <br />Ponds, SC-2.P1 and SC-2.P2, next for evaluations. (These storm water ponds are located along <br />Silver Lake Road and Woodcrest Drive.) <br />Stantec has provided a cost proposal of $106,000.00 to include the following tasks in evaluating <br />these storm water ponds. <br />1. Project Management <br />2. Data collection <br />3. Public Engagement <br />4. Permits <br />5. Upland Vegetation Management Plan <br />6. Design and Construction <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. Ensure Clean <br />Water and Maintenance. <br />Financial Impact: No financial Impact to the 2024 Budget. <br />Recommendation: <br />Staff recommends the City Council approve the attached Resolution approving the evaluation of <br />City Storm Water Ponds SC-2.P1 and SC-2.P2 by Stantec Engineering Services at a cost of <br />$106,000.00 to be funded from the Storm Water Fund account, 745-4415-750 with a 2024 budget <br />of $225,000.00 for Storm Water Projects. <br />
