MOUNDS VIEW <br />City of Mounds View Staff R <br />Item No: 08A <br />Meeting Date: April 22, 2024 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Brian Beeman, Acting City Administrator <br />Item Title/Subject: Public Hearing: Consideration of Resolution 9802, Approving a <br />Chicken -Keeping License Request from Peter Weston Miller, 2933 <br />County Road H2 <br />Introduction: Chapter 90.005 of the Mounds View Code allows limited and controlled <br />raising and keeping of chickens and/or ducks on properties zoned R-1, Single Family. Peter <br />Weston Miller has submitted an application to raise and keep chickens on his property. <br />Discussion: The applicant, Peter Weston Miller, has submitted an application to raise and <br />keep chickens on his property located at 2933 County Road H2. The City Code allows for <br />up to twelve chickens at one time and requires that backyard areas within which the chickens <br />roam be fenced. Mr. Miller has indicated that he plans to raise and keep seven chickens at <br />this time. Mr. Weston Miller has indicated that the entire backyard is fenced with five foot <br />high fence. The coop is not yet built, but Mr. Miller states that he will abide by the City Code <br />requirements of a minimum of 20 of feet from all property lines. <br />In accordance with Chapter 90.0005, initial applications shall be considered by the City <br />Council after holding a public hearing. Approval of renewal applications are done <br />administratively unless the City has received substantial complaints or related violations <br />have been documented during the previous year. <br />As required, staff has published a public hearing notice in the April 8, 2024, edition of the <br />St. Paul Pioneer Press, the City's official newspaper. In addition, as required, notices were <br />mailed to residents within 350 feet of the subject property. <br />It appears this application meets all requirements of Chapter 90.005. <br />If issued, this will be the 15t" chicken -keeping license that is current in the City. We also <br />have numbers 16 and 17 on the agenda this evening. We have another application that <br />is being processed, which would be number 18. <br />Mr. Miller has indicated that he will be on spring break vacation but that his neighbor will be <br />present at the City Council Meeting/Public Hearing to answer any questions. <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
