The Mounds View Vision <br />A Thriving Desirable Community <br />Item No: 01 <br />11Meeting Date: May 6, 2024 <br />Type of Business Work Session <br />City Administrator Review <br /> <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Organized Trash RFP <br /> <br />Introduction: <br />Council has been engaged in Organized Trash Collection for over a year, the next step is <br />issuance of an RFP <br /> <br />Discussion: <br />Council has terminated negotiations after failure to obtain an agreement. The Options <br />Committee resumed meeting and completed their work and final report (Attachment 1). <br /> <br />To continue the process of obtaining a price the next step is issuance of an Request for <br />Proposal. A “pre-bid” meeting was held on Wednesday May1, 2024 at which 13 haulers were <br />invited to give advice and feedback to staff. Waster Management, Republic, Ace, Walters, <br />Buckingham, College Hunks, and several other attended. <br /> <br />Kennedy and Graven has prepared an RFP for transmission, based on research of other cities <br />in conjunction with the feedback received from the pre-bid meeting. They have also prepared a <br />draft contract consistent with the RFP. The draft RFP is included and the following list can <br />serve as a focal for discussion. <br /> <br />1. Determine dates and schedule for RFP issuance, questions, proposals, and <br />selection. <br />2. Confirm summary of City’s goals. <br />3. Confirm that contract length will be at least 5 years, will allow 3 one-year <br />renewals. <br />4. Confirm number of copies and other submission criteria. <br />5. Determine whether you would like Proposers to consent to the City publicly <br />releasing all proposals. <br />6. List web site where responses to questions will be posted. <br />7. Determine whether to allow Mounds View trash to be comingled with trash <br />from other communities. This will lead to less reliable weight tickets. <br />8. Determine whether the City will determine cart sizes for each RDU prior to <br />roll out. <br /> <br />Next Steps: <br />Issuance of an RFP <br /> <br /> <br />Council Direction: <br />If council is so inclined, consensus to move forward with RFP.
