MOUNDitsMrw <br />City of Mounds View Staff Report <br />Item No: <br />Meeting Date: <br />Type of Business <br />City Administrator Review: <br />08A <br />May 13, 2024 <br />Council Business <br />To: Honorable Mayor and City Council <br />From: Phil Carlson, AICP, Stantec, City Planner <br />Item Title/Subject: PUBLIC HEARING: Resolution 9915 Approving an <br />Amendment to the Conditional Use Permit for the Property at <br />2375 Mounds View Boulevard to Allow Auto Body Work and <br />Auto Painting <br />Introduction: <br />The Bear Lot at 2375 Mounds View Blvd has operated an auto dealership and repair shop for <br />many years, selling cars, trucks, motorcycles, and RVs. The property operates under a conditional <br />use permit (CUP) originally issued in 1992 and amended several times since. The business and <br />property is to be sold and the owners are requesting an amendment to the CUP to allow auto <br />body repair and painting, which are not permitted now under the CUP. <br />Discussion: <br />The Bear Lot at 2375 Mounds View Blvd was originally a Saturn dealership with a CUP approved <br />in 1992 by Resolution 4195. The CUP was amended in 1994, 1996, and 2010, allowing among <br />things, added parking stalls; expansion of the building; adding a car wash, landscaping, signage, <br />and lighting; and finally in 2010 removing the requirement for a new car license on the property. <br />A condition of the 1996 amendment remains in effect: "[V]ehicle repair, servicing and maintenance <br />are permitted on this site, excluding body work and painting. " <br />
