MOUNDS VIEW <br />City of Mounds View Staff R <br />Item No: 08C <br />Meeting Date: May 13, 2024 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Public Hearing: Consideration of Resolution 9918, Approving a <br />Chicken -Keeping License Request from Kimberly Wanner, 2622 <br />Clearview Avenue <br />Introduction: Chapter 90.005 of the Mounds View Code allows limited and controlled <br />raising and keeping of chickens and/or ducks on properties zoned R-1, Single Family. <br />Kimberly Wanner has submitted an application to raise and keep chickens on her property. <br />Discussion: The applicant, Kimberly Wanner, has submitted an application to raise and <br />keep chickens on her property located at 2622 Clearview Avenue. The City Code allows <br />for up to twelve chickens at one time and requires that backyard areas within which the <br />chickens roam be fenced. Ms. Wanner has indicated that she plans to raise and keep <br />two chickens at this time. Ms. Wanner has also indicated that the entire backyard is <br />enclosed with an approximate six foot high fence. Also, the submitted photos indicate <br />the applicant meets the City Code requirement of a minimum of 20 feet from all property <br />lines. <br />In accordance with Chapter 90.0005, initial applications shall be considered by the City <br />Council after holding a public hearing. Approval of renewal applications are done <br />administratively unless the City has received substantial complaints or related violations <br />have been documented during the previous year. <br />As required, staff has published a public hearing notice in the April 29, 2024, edition of the <br />St. Paul Pioneer Press, the City's official newspaper. In addition, as required, notices were <br />mailed to residents within 350 feet of the subject property. <br />It appears Ms. Wanner meets all requirements of Chapter 90.005. <br />If issued, this will be the 18t" chicken -keeping license that is current in the City. <br />Ms. Wanner has indicated that she will be present at the City Council Meeting/Public Hearing <br />to answer any questions you may have. <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
