City of Mounds View <br />Capital Improvement Plan <br />2025-2029 <br />The Capital Improvement Plan (CIP) is a schedule of proposed public projects and <br />purchases over a five-year period. Capital improvements are projects, which require <br />acquisition, construction, or replacement of various equipment or facilities, including <br />public buildings, infrastructure, utilities and parks. <br />The purpose of the CIP is to a) identify capital expenditures which are anticipated to be <br />requested over a five-year period; b) determine a source of funding for the requests; and <br />c) provide an opportunity for long term planning. <br />The plan is not intended to provide for precise budgeting. Capital costs are projected as <br />estimates. Upon each update of the plan, deletions, additions, delays, or other revisions <br />may occur, reflecting changing community needs. These changes allow for budget <br />refinements as a particular project nears actual construction. <br />The city has a finite amount of resources, so prioritizing and then being able to finance <br />projects is crucial for ensuring the city's long-term sustainability and being responsible <br />stewards of the city's investments. <br />Approval of the CIP by City Council does not authorize spending or initiation of a given <br />project. The CIP is a planning and financial tool which not only tells the viewer where <br />things are going but also facilitates negotiation and decision making. <br />1 <br />
