Mounds View City Council May 13, 2024 <br />Regular Meeting Page 10 <br />1 Ayes — 5 Nays — 0 Motion carried. <br />2 <br />3 F. Resolution 9921, Authorizing the Purchase of One Rifle Rated Ballistic Shield <br />4 and Transport Bag. <br />5 <br />6 Police Chief Zender requested the Council authorize the purchase of one rifle rated ballistic shield <br />7 and transport bag. He explained this piece of equipment would assist with officer safety. He <br />8 reviewed the cost for the piece of equipment and noted the funding would be coming out of the <br />9 public safety funding received from the State. <br />10 <br />11 MOTION/SECOND: Meehlhause/Cermak. To Waive the Reading and Adopt Resolution 9921, <br />12 Authorizing the Purchase of One Rifle Rated Ballistic Shield and Transport Bag. <br />13 <br />14 Ayes — 5 Nays — 0 Motion carried. <br />15 <br />16 G. Resolution 9923, Authorizing Issuance RFP for Organized Trash Collection. <br />17 <br />18 City Administrator Zikmund requested the Council authorize the issuance of an REP for organized <br />19 trash collection. He stated the City has been working through this process for over a year. He <br />20 reviewed several minor corrections to the RFP, along with the proposed weighing matrix and <br />21 recommended approval. <br />22 <br />23 Council Member Gunn supported the matrix as presented. <br />24 <br />25 Council Member Cermak agreed. <br />26 <br />27 Council Member Gunn requested further information regarding the lawsuit stipulation. City <br />28 Attorney Riggs explained this stipulation was a disclosure requirement to ensure any future vendor <br />29 could perform the requested services under the contract. <br />30 <br />31 Council Member Clark asked if the contract would include a spring and fall cleanup. City <br />32 Administrator Zikmund reported this was included as a separate addendum. <br />33 <br />34 Mayor Lindstrom discussed the RFP in further detail and noted the City was open to multiple <br />35 collection days. <br />36 <br />37 MOTION/SECOND: Lindstrom/Meehlhause. To Waive the Reading and Adopt Resolution 9923, <br />38 Authorizing Issuance RFP for Organized Trash Collection. <br />39 <br />40 City Administrator Zikmund reported the RFP's were due back to the City on June 4 and would <br />41 be reviewed by the Council at the July workshop meeting. He noted the contract would not begin <br />42 until April 1, 2025 because voters would be making a decision in November. <br />43 <br />44 Brian Amundsen, 3048 Woodale Drive, reported at last Monday's meeting the Council discussed <br />45 what value add items they may have. He suggested if the Council was grading the vendors based <br />46 on these items, that it would be better to have expectations spelled out within the RFP. He stated <br />
