-y <br />1 <br />City of Mounds View Staff Report <br />Item No: 5C <br />Meeting Date: May 28, 2024 <br />Type of Business: CA <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Public Works Director <br />Item Title/Subject: Resolution 9929, Approving an amendment to the Professional <br />Service Agreement with Stantec Engineering Services <br />Background/Discussion: <br />The Public Works Department has many responsibilities and one is to efficiently operate and <br />manage the storm water system. The system was first constructed in the 1970's and as with <br />other similar core functions, research, innovation, and best management practices have <br />changed over the years. <br />Council passed Resolution 9544 approving the proposal from Stantec Engineering Services to <br />complete an overall Storm Water Pond assessment with a final report providing a list of ponds, <br />features, and maintenance needs, including a Capital Improvement Plan for City Storm Water <br />Ponds. <br />Council also approved Resolutions 9783 and 9784 authorizing Stantec to complete the <br />assessments for the Ardan Park, AA-1.P1 and AA-1-.P2, and the Silver View Park storm water <br />ponds. Stantec and City Staff are currently preparing and reviewing plans for dredging and <br />improvements to both the Ardan Park and Silver View Park storm water ponds. <br />Staff and Stantec agree that the City should apply with the Minnesota Board of Water and Soil <br />Research (BWSR) Habitat Enhancement Landscape Program Grant and for the DNR <br />Conservation Partners Legacy Grant Program. Both the Ardan and Silver View projects have <br />the potential to receive grant funding. <br />An amendment to the current professional service agreement with Stantec Engineering Services <br />is required to allow them to apply for Grants from the MN DNR and BWSRS for various storm <br />water projects. <br />Stantec has provided a cost proposal of $10,000.00 to assist with writing and submitting the <br />grant applications. <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. Ensure Clean <br />Water and Maintenance. <br />Financial Impact: No financial impact to the 2024 Budget, fund 745-4415-7050 has $250,000.00 <br />in the adopted 2024 budget for storm water projects. <br />Recommendation: <br />Staff recommends the City Council approve the attached Resolution amending the current <br />professional service agreement with Stantec Engineering Services for writing and submitting <br />grants to the DNR Conservation Partners Legacy Grant Program and the BWSR Habitat <br />Enhancement Landscape Program Grant at a cost of $10,000.00 to be funded from the Storm <br />Water Fund account, 745-4415-7050 with a 2024 budget of $225,000.00 for Storm Water <br />Projects. <br />
