Qualified skating instructors are very difficult • <br /> to find for outdoor instruction. <br /> 3. The public rinks do not provide an adequate environ- <br /> ment for ice skating instruction , such as; even ice, <br /> music, warm temperatures , uninterrupted ice patches , <br /> and class setting. The indoor ice arena can offer <br /> such an environment. <br /> 4. The past skating lessons have been geared more towards <br /> games rather than actual skill instruction. The program <br /> is not quality instruction and should be handled by <br /> the ice arena. <br /> PARK ORDINANCE After reviewal of the Chapter 52 Park Ordinance, Commissioner <br /> CHAPTER 52 Lloyd Scott made a motion to recommend that the City Council <br /> adopt Chapter 52 of the City Code as drafted by the Parks and <br /> 111/1 Recreation Commission. The motion was seconded by Commissioner <br /> Frank Silvis. Motion passed. <br /> 7 ayes <br /> 0 nayes <br /> PARK COMMISSION Director Anderson reviewed the report outlining suggested <br /> CHAPTER 34 changes for Chapter 34. <br /> Commissioner Frank Silvis made the motion to direct staff to <br /> include the revisions as written in a written form and submit <br /> it to the Parks and Recreation Commission at the January <br /> meeting for final approval . The motion was seconded by <br /> Commissioner Lloyd Scott.
