MINUTES OF THE PROCEEDINGS OF THE MOUNDS VIEW PARKS AND RECREATION COMMISSION CITY OF MOUNDS O S VIEW J COUNTY OF RAMSEY STATE OF MINNESOTA • May 28 , 1987 Mounds View City Hall Council Chambers CALL TO ORDER The meeting was called to order at 6: 55 p.m. by Chairperson Wayne Burmeister after viewing a video tape entitled "Spirit of Recreation" . ROLL CALL Commissioners present : Commissioner Rowley, Starr, Silvis and Chairperson Burmeister. Councilmembers present: Councilmember Hankner re Administra- tivef present: Director Saarion, Admin stra- tive Assistant Linke Guests : Mary Mitchell MINUTES A motion was made by Commissioner Silvis, seconded by Commissioner Rowley to approve the minutes as written. Motion passed unanimously 4 ayes, 0 nays. CHAIRPERSON' S REPORT None • COUNCILMEMBER' S REPORT Councilmember Hankner reported that the council will be conducting a survey regarding possible use of the portable classroom building around various park sites in the City. The survey will find out who is living around the parks and what specific programs are of interest to them. SPRING/SUMMER BROCHURE Director Saarion reviewed the spring and summer recreation programs and answered questions from the Commission. MUSKRATS AT SILVER VIEW PARK Director Saarion stated that she had contacted the Department of Natural Resources regarding the muskrat problem at Silver View Park. They referred her to a licensed trapper. Staff indicated that there is a large population of muskrats in Silver View Park causing erosion to the banks of the pond and that muskrats also carry disease that are transmitted to humans. Because of this, staff felt that the animals should be trapped and disposed of . • However, the cost is quite high. Chairperson Burmeister advised Director Saarion to investigate the alternatives to paying a licensed trapper, i .e. allowing trappers in during hunting season, and report the results to the Commission at a later meeting.
