MINUTES OF THE PROCEEDINGS OF THE <br /> MOUNDS VIEW PARKS AND RECREATION COMMISSION <br /> CITY OF MOUNDS O S VIEW J <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> • May 28 , 1987 <br /> Mounds View City Hall <br /> Council Chambers <br /> CALL TO ORDER The meeting was called to order at 6: 55 p.m. <br /> by Chairperson Wayne Burmeister after viewing <br /> a video tape entitled "Spirit of Recreation" . <br /> ROLL CALL Commissioners present : Commissioner Rowley, <br /> Starr, Silvis and Chairperson Burmeister. <br /> Councilmembers present: Councilmember Hankner <br /> re Administra- <br /> tivef present: Director Saarion, Admin stra- <br /> tive Assistant Linke <br /> Guests : Mary Mitchell <br /> MINUTES A motion was made by Commissioner Silvis, <br /> seconded by Commissioner Rowley to approve the <br /> minutes as written. Motion passed unanimously <br /> 4 ayes, 0 nays. <br /> CHAIRPERSON' S REPORT None <br /> • COUNCILMEMBER' S <br /> REPORT Councilmember Hankner reported that the <br /> council will be conducting a survey regarding <br /> possible use of the portable classroom <br /> building around various park sites in the <br /> City. The survey will find out who is living <br /> around the parks and what specific programs <br /> are of interest to them. <br /> SPRING/SUMMER <br /> BROCHURE Director Saarion reviewed the spring and <br /> summer recreation programs and answered <br /> questions from the Commission. <br /> MUSKRATS AT SILVER <br /> VIEW PARK Director Saarion stated that she had contacted <br /> the Department of Natural Resources regarding <br /> the muskrat problem at Silver View Park. They <br /> referred her to a licensed trapper. Staff <br /> indicated that there is a large population of <br /> muskrats in Silver View Park causing erosion <br /> to the banks of the pond and that muskrats <br /> also carry disease that are transmitted to <br /> humans. Because of this, staff felt that the <br /> animals should be trapped and disposed of . <br /> • However, the cost is quite high. Chairperson <br /> Burmeister advised Director Saarion to <br /> investigate the alternatives to paying a <br /> licensed trapper, i .e. allowing trappers in <br /> during hunting season, and report the results <br /> to the Commission at a later meeting. <br />
