Parks and Recreation Commission <br /> Minutes <br /> August 27, 1987 <br /> Page five <br /> 13. Water tends to dam up causing pot holes. He <br /> • <br /> feels that water comes from the ballfields and <br /> wipes out the trail and causes holes that are <br /> not always seen. <br /> 14. Security of area will be changed if path is <br /> installed. He consulted a New Brighton police <br /> lieutenant who stated that a home next to a path <br /> or park has an increased change of burglery and <br /> vandalism. <br /> 15. Concerning drainage problems, Mr. Rademacher <br /> stated that the point of the west culvert there <br /> is standing water. He is concerned that if <br /> chips are put in it will cause a dam as water <br /> comes off park and street. It flows between <br /> Smith's and Mitchell's property. When damming <br /> occurs, it finds the weakest spots and causes <br /> unnatural drainage. Development of houses on <br /> the land has altered the normal pattern of <br /> seepage. The Delmores had to have a special cut <br /> in bank to aid drainage. If normal drainage is <br /> stopped it will go under his house. <br /> Mr. Rademacher stated that he had contacted a <br /> • State hydrologist. He stated that the land was <br /> basically muck underneath. He added that <br /> muskrats are digging in and causing excelerated <br /> erosion. The damming effect does not go away <br /> and causes water back up. <br /> 16. The residents are concerned with the fragile <br /> environment and want to protect the wetlands <br /> and drainage into the pond. <br /> Mr. Rademacher concluded by stating that the <br /> residents were interested in the progressive <br /> development of City resources. They do not care if <br /> people walk behind their homes , they just are <br /> concerned with larger numbers of people, bikes, etc. <br /> Residents would like to work with the City in <br /> resolving this issue. He reiterated that the <br /> homeowners living on the south side of the pond did <br /> not want a path behind their homes. <br /> • <br />
