MINUTES OF THE PROCEEDINGS OF THE <br /> PARKS AND RECREATION COMMISSION <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> • STATE OF MINNESOTA <br /> October 27, 1988 <br /> Mounds View City Hall <br /> Council Chambers <br /> 6:30 p.m. <br /> CALL TO ORDER The meeting was called to order at 6:35 p.m. by <br /> Chairperson Wayne Burmeister. <br /> ROLL CALL Commissioners present: Burmeister, Silvis , Starr, <br /> Stevenson, and Long. <br /> Commissioners absent: Anderson and Rowley. <br /> Councilmembers present: Hankner <br /> Staff present: Director Saarion and Administrative <br /> Assistant Linke. <br /> Visitors present: Kathryn and Bob Carpenter, 2650 <br /> Lake Court Drive; and Tom LaHoud, 2373 Laport Drive. <br /> AGENDA ADDITIONS The issue of the location of the new Ramsey County <br /> Library was added to the agenda and discussed at this <br /> time. Director Saarion reviewed a memo which was <br /> • sent by her to the City Council giving the <br /> department 's preference for location of the library. <br /> The first priority is on the current location of the <br /> Phillips 66 station on the corner of Highway 10 and <br /> Long Lake Road. <br /> After a lengthy discussion, a motion was made by <br /> Commissioner Stevenson, seconded by Commissioner Long <br /> to recommend to the City Council that only the <br /> Phillips 66 location be considered for the location <br /> of the new Ramsey County Library. He further moved <br /> that the Council recognize that the City Hall Park is <br /> the most highly developed, multi-use community park <br /> in the City and that it plays a vital part in the <br /> continuity of the park system and should it be <br /> deformed in any way, it would cause a great hardship <br /> to the City park system. The motion passed <br /> unanimously, 5 ayes, 0 nayes. <br /> The Commission discussed park lighting needs. It <br /> was decided to concentrate on parks with buildings. <br /> Director Saarion stated that there was approximately <br /> $2,600 budgeted for park security lighting and that <br /> the Cobra security lights are quite feasible. A <br /> motion was made by Chairperson Burmeister, seconded <br /> • by Commissioner Silvis to repair existing security <br /> lighting at existing buildings and to use the <br /> remaining funds to place security lighting at <br /> Greenfield Park. Motion passed unanimously, 5 ayes, <br /> 0 nayes . <br />
